Soft boards usually mean wet framing
The deck is the part you can see, and it is rarely the part that failed first. Salt water goes for the fasteners and the framing under the boards.

A frame that is sound takes new decking for a fraction of a new dock, and it skips the permit. A frame that is not will take the new boards down with it.
